True North Compliance Services, Inc. is a full-service provider of Building, Fire, and Engineering services for public agencies. As a boutique firm with 70+ professionals across three offices, we combine personalized support with deep expertise.
Our team includes licensed Structural, Civil, MEP, and Fire Protection Engineers, along with ICC-certified Plan Reviewers, Inspectors, and Permit Technicians. We handle everything from plan reviews and inspections to permit processing—for projects ranging from single family homes to high-rises buildings and everything in between.
We focus on clear communication, practical solutions, and efficient service to help agencies minimize delays and maximize value. Our goal is to build lasting partnerships based on trust and responsiveness.
Isam Hasenin, MSCE, PE, CBO, founder and president of True North Compliance Services, Inc., brings over 30 years of experience as a customer-focused public agency administrator, licensed Civil Engineer, and Chief Building Official. With a strong background in both the public and private sectors, he previously served as Chief Building Official for the City of San Diego and the City and County of San Francisco. Isam has also held leadership roles on several boards and technical committees, including Vice Chair of the California Building Standards Commission and the International Accreditation Service (IAS), a subsidiary of the ICC.

We will partner with city staff, applicants and designers to come up with practical common-sense solutions to difficult code compliance challenges. Our team is available to handle questions and issues raised by City staff and/or the applicants throughout the day. Our managers are available around the clock to handle whatever needs our clients might have. We keep an open line of communications with staff and applicants to streamline and expedite the review and approval of projects being reviewed.
